Platted 1923, and then stalled
Lawrence Carter Swain platted the original section from 1923 in the land boom. The bust was severe enough that the community was dis-incorporated in 1945 and only reincorporated in 1947.

Dispatch takes the address, stays on the line while you find the shut-off, and routes a plumber who knows the permit is the city and the pipe in the street is the county.
Who is responsible for water and sewer in Greenacres?
Palm Beach County, not the city. Greenacres does not run its own water and sewer utility: the Palm Beach County Water Utilities Department serves the city, and the city’s own sanitary sewer planning is written around county service, with developers required to connect to the county system as growth continues.
The permit, though, is the city’s. The Greenacres Building Department on Melaleuca Lane issues it, and it takes applications electronically only, emailed as unlocked PDFs with the job address in the subject line. Two different organizations, two different first calls, and knowing which is which saves a day on work that has to be permitted.
The housing tells the other half of the story. Greenacres was platted in 1923 during the Florida land boom, but the boom did not hold: the community was dis-incorporated in 1945 and reincorporated two years later. The growth that actually filled the city came in the 1970s.

What is under these houses
The founding date and the building date are half a century apart, and the pipe follows the building date.

Rapid growth began in the 1970s. That places most of the housing right at the line where South Florida drain material changes from cast iron to PVC, which is why age here has to be established rather than assumed.
The city reached its present size by taking in surrounding sections over decades. Different sections came in at different times and were built to different codes.
Palm Beach County Water Utilities is the provider. On a boundary question, the county is who has to be involved, not city hall.
Plans go to the permit center by email as unlocked, markup-ready PDFs with the job address in the subject line. A wrongly formatted submission is a delay, not a rejection, but it is still a delay.
How it fails here
What follows from a 1970s build on the county’s system.
If the house dates from the earlier end of the build-out, the drain line is cast iron and the bore has roughened. Grease and hair catch on the wall rather than passing, so the clog returns on its own timetable.
Ask for a camera before a third clearing.
Cast iron replacementSlab-on-grade with a shallow water table means an escaping line does not pool where it broke. The visible damp is where the water found a seam, which is rarely above the failure.
Have it located before anything is opened.
Leak detectionHere the main belongs to the county and the permit belongs to the city. Sorting out which side of the boundary the fault is on is the first job, because it decides who does the work at all.
Have the boundary established first.
Sewer line repairWhere we work
The city grew in layers, and the layer is what tells you the material.
The 1923 section around Swain Boulevard, the oldest ground in the city. Anything surviving from that era has had a century of repairs by different hands behind its walls.
Where most of the city’s housing actually came from, which puts it squarely at the cast-iron end of the pre-1975 line rather than safely past it.
Brought in over decades up to six square miles, including the area around John I. Leonard High School annexed in 1994. Later annexation usually means later pipe.
Who owns what
Two organizations, and they are not the same one.

Moti gave exceptional service ! He arrived quickly and was done less than an hour ! Will use this company again
Had a really slow drain in my bathroom and it was driving me crazy. The guy who came out was super chill and found a bunch of hair and gunk clogging it up. He cleared it out in like 20 minutes, and now it’s draining faster than before! …
Questions
For the mains, the county: Palm Beach County Water Utilities serves Greenacres. For a permit to do work on your property, the city. It is one of the few places where those two answers are different organizations, and mixing them up costs time.
It is right on the line, which is why it is worth checking rather than assuming. Cast iron was standard before roughly 1975 and PVC after. A camera settles it in one visit and changes what the sensible repair is.
That depends on the department, but the format is under your control: Greenacres accepts submittals electronically only, as unlocked PDFs available for markup, with the job address in the email subject line. A submission that has to be resent is the usual reason for a delay.
Yes, and the line is answered by a person. Greenacres borders Palm Springs to its east and sits between Wellington and the coast, which is the middle of the working area rather than the edge of it.
