Which part of the sewer line is yours?
The run from the building to the property line is the owner’s, and the run from the property line to the main is generally the utility’s. Miami-Dade puts it plainly: the customer is responsible for the connection from the main to the facilities on the property, and the owner installs a property-line cleanout so the county-maintained section can be reached.
In Broward and Palm Beach the boundary is set by each municipality rather than by one county rule, so it has to be checked for your address rather than assumed. That check happens before the work is priced.
This matters because it decides who pays. A blockage forty feet from the house on a sixty-foot lateral is a different conversation from one past the cleanout. The camera gives a distance, and the distance is what settles it.
What it looks like
One slow drain is local. These are the signs that the problem is the line to the street.
The lowest fixture in the building surfaces first, which is why a shower or a floor drain backs up while the sinks upstairs still run.
Air being pushed back through the trap means the line downstream cannot take the volume.
A break lets effluent into the soil. In a lawn it shows as a strip that stays green and wet in dry weather.
Cleared, then blocked again within weeks. Roots regrow into the same joint, and a snake cuts them rather than removing the reason they are there.
Smell in the yard rather than in the house usually means the break is in the buried run rather than in a trap.

Often not. A trenchless liner needs access at each end rather than a trench along the run, which is why it suits a long lateral under a driveway or mature planting. A pipe that has collapsed or lost its fall cannot be lined, and the camera says which you have.
The camera gives a distance from the cleanout, and the boundary for your address gives the line. Miami-Dade’s rule is county-wide; in Broward and Palm Beach it is set municipally, so it gets checked rather than assumed.
That clears the blockage and leaves the opening they came through, so they return. Cutting is the right first move to make the property usable; it is not the repair.
Relieving the blockage is same-visit. A spot repair is usually a day. A lined or replaced lateral depends on length, depth and the permit, and you get that estimate after the scope rather than before it.
